Canadian Federal, Quebec and Bank Investment Programs

The Federal Investment Program has been reopened.  The new investment program is still offering applicants permanent residency; however, there have been significant changes to the financial requirements.

The Canadian Government now requires applicants to make an investment of $800,000CAD and illustrate they have a net worth of at least $1.6 Million CAD.

There is, however, a banking option that will allow applicants to pay far less.  The banking options run between $200,000.00 to $220,000.00, the applicant pays this amount to the bank and the bank then makes the full investment of $800,000 to the Canadian Government on behalf of the applicant.

Although the Canadian Government doubled the required investment, $800,000CAD still remains substantially lower than most of the other popular International Investment Programs.

The benefit of the new Federal Investment Program, besides the obvious benefit of acquiring Canadian permanent residency, is the speed in which applications will be processed.  Essentially the Canadian Government has made this program more exclusive by raising the financial requirements, meaning they will have fewer applications to process. Also, the Canadian Government has announced they intend to process new applications concurrently with the old investor applications. This has led to speculation that the new program will process applications much quicker.

The Canadian Federal Government began accepting investor applications on December 1, 2010.

Federal Skilled Worker Program:

On June 26, 2010, the Federal Government made big changes to the Federal Skilled Worker Program.  One of the biggest changes is to the Government’s list of eligible occupations.  Several of the most popular job categories were taken off the list, plus several new ones were added.

There is now a yearly cap of 20,000 applications that will be considered for processing.  Furthermore, only 1,000 applications per eligible occupation will be considered for processing yearly.  This means that popular occupations such as nurses must apply quickly, as these occupations will quickly meet the maximum threshold.

Applications under this program are taking 6 to 12 months to process.

There are essentially three qualifications.
  1. In order to apply, without first arranging for employment in Canada, an Applicant must have one year of full time experience in an occupation that is on the Government’s list.
  2. An applicant must also be able to garner at least 67 adaptability points.
  3. Finally, an applicant must be able to prove to the Canadian Government that they possess the requisite settlement funds. The amount of settlement funds an applicant must have depends on the size of their family.
Canada is offering Permanent Residency to those that are approved.  Canadian Permanent Residents have access to most of the social benefits available to Canadian Citizens, including free health care coverage.  Permanent Residents can also live and work anywhere in Canada with minor exceptions, this means that the applicant is not tied to a specific employer.  Permanent Residents can also apply for full Canadian Citizenship after three years of living full time in Canada.

Another great element about the Federal Skilled Worker Program is that Permanent Residency is not merely given to the principal applicant.  A qualifying spouse and dependent children are also given full Permanent Residency.  This means that the applicant’s spouse and their dependent children have the ability to work and study in Canada.

Permanent Residents also have the ability to sponsor eligible family members.  This provides immigrants with options to sponsor their aging parents and grandparents.  And if these family members are approved, they are also granted Permanent Resident Status.

Manitoba Skilled Worker Program: General Stream

General stream is for skilled workers who can be assessed enough points in each assessment factor and who can demonstrate their intention and ability to establish successfully and permanently in Manitoba. The assessment factors are explained below.

To be eligible to apply under the General stream you must provide one of the following:

  1. Proof of a close relative in Manitoba
  2. Two affidavits of support (MAS), each completed by a close friend or distant relative in Manitoba
  3. Proof that you have previously worked full-time in Manitoba for at least six months
  4. Proof that you completed an educational program in Manitoba of at least one academic year (excluding language-training programs)
Manitoba Provincial Nominee Program for Business:

The requirements for this program are the following:



  • The applicant must have a net worth of $350,000.00CDN;
  • The applicant must be willing to invest at least $150,000.00CDN into a new or existing business in which the applicant will become an active partner;
  • The applicant must have a minimum of three years of owning or managing a successful business at an executive level;
  • Applicant must make a deposit of $75,000.00CDN, which will be returned after two years if the applicant fulfills the requirements of the Deposit Agreement.

    British Columbia  (BC) Regional Business Program:

    The requirements for the program are listed below:

    1. Applicants for this program must invest at least $200,000.00 to establish or to purchase or expand an eligible business anywhere in British Columbia outside of the Vancouver Metropolitan area and the Abbotsford Metropolitan area.
    2. Applicants must also create at least one new job for a Canadian or permanent resident.
    3. Applicants must also provide active and on-going participation in the day to day management and direction of the business.
    4. Applicants must demonstrate the have the skills and experience to operate a viable business in B.C., have a personal net worth of at least $400,000.00, and have sufficient unencumbered funds to make the required investment.
    5. Applicants must sign a performance agreement with the Province of British Columbia.
    The BC PNP will only consider applications to establish or purchase and expand a business that meet the following eligibility criteria:

    1. The business must be operated for the primary purpose of earning profits from active income through the provision of products/services.
    2. The business must have good potential for sustained commercial viability.
    3. The business must have the potential to create significant economic benefits to British Columbia by contributing to one or more of the following:
  • increasing value-added manufacturing, processing or primary resource activity
  • increasing exports of goods or services 
  • increasing destination tourism 
  • increasing R&D/technology commercialization 
  • developing innovative and creative approaches to traditional businesses 
  • transferring technology, skills and specialized know-how to the province 
  • servicing an underserved local or regional market 

    The BC PNP will give special priority to business proposals that contribute to:

  • Expanding business with the Asia Pacific region 
  • Utilizing wood infected by Mountain Pine Beetle 
  • Diversifying the economies of communities affected by Mountain Pine Beetle damage 
  • Creating business partnerships with the province's First Nations (aboriginal people) 
  • Developing the province's emerging technology industries: alternative energy, clean technologies, information technology, new media, and life sciencesThere are two “tracks” in this program. In the normal track, the applicant is given a work permit for a period of two years.  Once the applicant has fulfilled the conditions of their performance contract they will be nominated for Permanent Residency by British Columbia.  In the fast track, the applicant must pay a conditional refundable fee of $125,000.00CAD.  In this track the applicant is nominated by the Province right away.  When the applicant meets the conditions of their performance contract their $125,000.00CAD will be returned.

    • A non-immigrant visa that must be extended every five years.
    • Investor must purchase or start a Non-Passive Business.
    • No Specified investment minimum however the investment must be substantial in relation to the type of business involved.
    • The E-2 visa is limited to countries with trade treaty with the U.S.
    • The Visa will be issued to the investor, spouse and children Under 21.
    • Processing Time: 10 days to 3 months.

    EB-5 Investment Green Card (Traditional Program)
    • A Permanent Residency/Green Card program.
    • Investor must purchase or start a Non-Passive Business.
    • The Investment must be at least $1million or $500,000 in specified high unemployment locations.
    • Non-Passive, Investor must manage the business.
    • The Investment must create at least 10 new U.S jobs.
    • The Green Card will be issued to the investor, spouse and children Under 21.
    • Processing Time: 12 to 18 months.
     
    EB-5 Investment Green Card (Regional Center Program)
    • Regional Centers are Private Businesses that allow multiple investors to assist them in expanding their Business objectives. Regional Centers are generally low in risk (not non risk) and will afford the investor a low return on investment and ability to re-coupe investment in 5 to 6 years.
    • A Permanent Residency/Green Card program.
    • Investor must invest $500,000 into a certified Regional Center.
    • Non-Passive, Investor must manage the business.
    • The Green Card will be issued to the investor, spouse and children Under 21.
    • Processing Time: 12 to 18 months.

    Canadian Permanent Residency/ Green Card (Direct)
    • A Canadian Permanent Residency/Green Card program.
    • Invest $400,000 to the Canadian Government.
    • Full Investment of $400,000 Returned to Investor in 5 years Guaranteed by the Government.
    • Passive, Investor does not manage.
    • The Green Card will be issued to investor, spouse, common law spouse, children under 22 and children over 22 who are students.
    • Processing time: 14 to 24 months.
     
    Canadian Permanent Residency/ Green Card (Bank Program)
    • A Canadian Permanent Residency/Green Card program.
    • Invest $120,000 to the certified Bank. None of the investment is returned.
    • Passive, Investor does not manage.
    • The Green Card will be issued to investor, spouse, common law spouse, children under 22 and children over 22 who are students.
